feat(modules/programs/eww): make 'configDir' setting optional

Browse source 
Manually configuring 'eww' with 'xdg.configFile."eww".text' in order to
leverage Nix' capabilities, is inconvenient due to the required
'xdg.configFile."eww".source' symlink.

This change makes the symlink optional.
